Public sector framework sites benefiting from enhanced data, to unlock extra cost and carbon efficiencies with Water Plus
More than 500 sites are enhancing water data to drive further cost efficiencies, carbon and energy reductions, in action that’s also supporting risk management.
Hospital trusts, schools, council sites and other public sector organisations are working collaboratively with national business water retailer Water Plus in 2026 to do just that.
They’re gaining detailed water use data and analysis, from tracking use during the day and night.
And they’re amongst more than 2,500 public sector sites, across 98 organisations, who have already signed up with Water Plus through RM6306 Lot 3, since it won the first mini competition on the latest Government Commercial Agency (GCA) framework, which has an overall value of £2bn.
In the latest of three GCA competitions Water Plus won, 85% have already engaged around water partnerships. Water Plus can also provide ancillary services through the framework, including water audits and adding data loggers onto water meters (at times called AMR).*
Water is in Scope 3 for carbon emissions, so increasing water efficiency and cutting areas of water waste helps with public sector decarbonisation targets and progress towards Net Zero.

Savings delivered for sites, through the Water Plus team, include:
- A 42.5% water saving, on average daily use, after low-cost efficiency devices were installed in 2025 at a location. Opportunity identified with data logger, portfolio review and water audits at 17 sites.
- A data logger and online analysis portal, which Water Plus can provide, alerted another organisation to a substantial increase in water use in 2026. A site visit found 600 litres of water a minute in additional use, which was tracked to an underground pipe leaking.
Quicker reactions kept cost control for the organisation on a water risk adding around £2,800 in wholesaler costs a day.
- 19.2 litres a minute reduction in water use for a primary school, which could have cost £33,000 in added wholesaler costs for the estimated water use, over 12 months. Saving delivered from locating and repairing an underground pipe in 2026.
Data loggers, which are amongst services Water Plus can provide through the Government Commercial Agency (GCA) RM6306 Lot 3 framework, provide detailed consumption information on water use each day. They feed information into an online analysis portal, which can also issue alerts on increased water use above an agreed level, helping risk monitoring at sites.
Other ancillary services available in Lot 3 include leak detection, to reduce overall consumption, cost and carbon. The RM6306 Lot 3 framework was formerly managed by Crown Commercial Service (CCS) before April 2026.
Water Plus, which is also the first water retailer to have a decarbonisation pathway that beats the science-based target trajectory and reduction requirements, is also sharing free resources and further insight for sites.
